Municipal Solid Waste Management Rules

The rules were framed to provide for better management of municipal solid waste in cities and towns. The rules come into force with immediate effect.

The Ministry of Environment and Forests (MoEF) has issued the rules to manage municipal solid waste (MSW) across the country. These regulations will ensure that only segregated garbage is processed at the composting plants, thereby making it easier to recycle them. These rules will also help in reducing pollution caused by the burning of mixed waste.

The salient features of these rules include:

1. All states and union territories will have to prepare an integrated state-level plan for solid waste management within three years from the date of notification of this rule.
2. Every urban local body will have to prepare a draft plan for solid waste management within one year from the date of notification of this rule.
3. Every municipal corporation or municipal council or municipal committee shall adopt a policy for procurement of dry waste collection equipment including composting plants and enter into agreements with private parties for its operation and maintenance under their supervision as per terms and conditions specified in the agreement.
